Positive Solutions and The Maytrix Group worked in collaboration to inform governance and operating arrangements, resulting in strategic realignment of key Council and cultural facilities


The Project

Shoalhaven City is located on the south coast of New South Wales, about 160 kilometres south of Sydney and 200 kilometres from Canberra.

A multi-purpose programmed performance venue serving the needs of the Shoalhaven community, the Shoalhaven Entertainment Centre opened in July 2008 and was extended in 2011. Located adjacent to the Civic Offices and nearby Nowra Visitor Information Centre and providing a performance program and flexible venue for hire, the Centre is a focal point for community activity located in Nowra. The Centre delivers a range of catering services through a foyer bar and café facilities,meeting rooms and a flexible auditorium.

Library and Gallery Café, Strategy to develop community hub and café supported by robust business case (2016)

The Maytrix Group also informed develop a business case, which outlined high level costs and informed design, to support a capital funding bid for a new café linking the City Arts Centre and adjacent Nowra Library. This included developing forecast revenue and return and likely operating models for the café.

Our Role

Engaged by Shoalhaven City Council to review the Centre’s governance and operations, the management of the Nowra Visitor Information Centre, Positive Solutions also reviewed options for integrating future delivery of Council’s internal catering and canteen operations and the Centres catering services, which was undertaken in collaboration with The Maytrix Group.

Positive Solutions identified alternative governance and operating arrangements and likely impact on different aspects of the Centre’s service delivery. Positive Solutions also reviewed the Centre’s organisational structure and operational processes,undertook financial modelling and projections, advising on the Centre’s reporting and monitoring framework. Recommendations including consideration of the impact of the relocation of the Nowra Visitor Information Centre to Shoalhaven Entertainment Centre.

The Maytrix Group analysed catering operations at the Centre and at the adjacent Civic Offices to inform future strategy, undertaken
a review of operating structure, financial and operating systems and reporting. After its recommendations to outsource consolidated catering services were endorsed, The Maytrix Group helped articulate the commercial opportunity and delivery requirements, and was subsequently engaged to document and manage the procurement of outsourced catering services to deliver an economically viable future for the Centre, following the adoption of recommendations to create a visitor hub at the Centre through the relocation of the Nowra Visitor Information Centre.

Council has progressively implemented recommendations from
the Positive Solutions and Maytrix Group reports, including
recommendations for catering, programming, collaboration and
engagement and branding.
