The Project

Springvale is identified in the Melbourne 2030 Strategic Plan as one of three major activity centres within the City of Greater Dandenong. Recognising the need to invest in active community spaces, the city embarked on a civic and cultural redevelopment project within the newly-designated Springvale Community Precinct, anchored by the iconic Springvale City Hall.

The redevelopment of the multifaceted Springvale Library and Community Hub will realise the vision for this precinct, and a key asset to the diverse multi-cultural community. With state-of-the-art technologies and equipment, spaces to foster learning and engagement for all ages, the Hub will sit at the centre of community life in Springvale.

Our Role

A benchmark approach to learning and engagement informed the planning of the Springvale Library which will be guided through to opening and early operations through an endorsed Management and Operating Plan which provides a roadmap for the Library and considers it role in programming and engagement in the wider Springvale Community Precinct

An innovative and world-class approach to community learning and engagement for the Hub, requires an evolution of systems and managemenent across Library and learning hub services and the precinct. Extensive benchmarking, stakeholder workshops and consultation informs the Management and Operating Plan developed by Positive Solutions and The Maytrix Group.

Underpinned by a Vision and governance framework, and a strategic and planned approach to activation, mobilisation, staff resources and procedural guidelines for venue management, the Plan provides  a clear strategy to support full engagement from opening. Supported by operating forecasts, the Plan provides the roadmap to realise Council’s vision for a vibrant meeting place where people of all ages, backgrounds and interests can come together to learn, play and relax.
